When you receive a request, identify the property, billing period and consumption information shown in the supporting material. If only a total has been supplied and you cannot see how the period relates to your tenancy, ask for the missing explanation. Avoid substituting a personal estimate for the supplier evidence or assuming that every line of a bill represents the same kind of charge.

Consider a hypothetical supplier bill covering dates on both sides of a move-in day. Your entry reading is relevant to understanding that overlap, but it does not independently tell you which amount may be charged. Mark the bill's dates and your recorded handover date side by side. Repeat the same comparison at exit. An unexplained difference is a question to resolve, not an automatic finding that either party is wrong.

Send one focused reconciliation question
You could write: 'Please explain how the consumption period in this water-charge request relates to the entry reading recorded on this date.' Attach or refer to the relevant record rather than sending your whole rental folder. If the meter identity or device information is also unclear, list that as a separate question. Separating missing information from a disagreement about liability makes the request easier to answer.

No. It can help document a reading, but it does not establish charging eligibility. Read the applicable RTA conditions and ask for an explanation of the charge using the bill or consumption evidence.
What should I do if the entry reading is missing?
Record that it is missing and ask the relevant contact how the period can be explained. Do not reconstruct an entry value from memory and present it as a contemporaneous reading. Keep any later explanation separately dated.
