These statements concern different conduct. One addresses the advertised rent, with exceptions. The other identifies soliciting or inviting an offer above it. Preserve the words describing the prohibited conduct instead of replacing them with a broader conclusion about every possible offer.

The fixed-amount summary includes income-related rent and certain on-site signs without a rent amount. Those are the reviewed exceptions, not a general permission to leave prices open-ended. Their exact application to a particular advertisement is beyond this article.

A hypothetical reading exercise could separate three questions: what amount the advertisement states, whether a listed exception is relevant, and whether a higher offer was solicited or invited. That separation explains the text without finding that an individual advertisement is lawful or unlawful.
