Stop before reference facts are manufactured
Pause when a person has not agreed, the requested period is outside their knowledge, an alternative is being relabelled or a self-written statement is presented as someone else's view. Return each issue to its fact owner. An honest unavailable status is safer than an apparently complete but unsupported reference set.
Before export, verify names, roles, periods and consent without exposing unnecessary contact detail in working tables. Remove failed drafts and duplicate attachments. Useful context
Reset the task around coverage, not quantity
Break the request into time periods and subjects, such as accommodation, work or another specifically requested relationship. Then show which areas have an available contact and which do not. The number of names alone says little when several contacts cover the same short interval and an earlier period remains unexplained.
Describe why a contact is unavailable in neutral operational terms only when useful, such as details no longer held or no response yet. Avoid accusing, speculating about motives or disclosing personal history. The application needs an accurate gap and next question, not a story designed to make the missing reference disappear.

Choose a recipient-confirmed route
Ask whether the recipient wants a direct contact, written response, platform invitation or another route. Record the answer before collecting contact details. A person who once supervised, housed or worked with the applicant has not automatically agreed to a new disclosure or to answer questions outside that past relationship.
Assign every reference request an owner, sent date, response status and follow-up limit. Keep the contact log free of sensitive narrative. If a person declines or does not respond, update the status accurately and move the issue back to the recipient rather than repeatedly contacting them or pretending the request succeeded.

Working checklist
Evaluate alternatives by what they show
List a possible alternative only after identifying the missing fact. Describe its creator, period and visible capability. A payment trail may support dates or transfers but is not a character reference; a contract may show terms but not later performance. Keep every limitation alongside the item so the reader cannot mistake function.
OAIC tenancy evidence supplies the privacy boundary for selecting and sharing applicant material. It does not name acceptable reference substitutes or say how many contacts are enough. Ask the particular recipient, and obtain properly scoped authority for any legal question instead of turning an information-handling principle into a business rule.

Practical example
Maintain a transparent request timeline
Use dated events: permission requested, person agreed, recipient route confirmed, request sent, response received or gap escalated. The timeline shows effort without claiming a response that has not arrived. Keep draft messages and private contact notes outside the final application unless the recipient specifically requests relevant evidence of the route.
For example, an applicant may have one contact for a recent address and no contact for an earlier informal arrangement. The grid can show the covered period, the unavailable period and a recipient-approved alternative. It should not stretch the recent contact backwards or draft an invented endorsement for the earlier interval.
